Advancing Telecom Sovereignty: The Shift Toward Design-Led PLI 2.0

GS3

The Ministry of Communications is proposing a second iteration of the telecom Production-Linked Incentive (PLI) scheme, pivoting from simple assembly to design-led manufacturing and indigenous product innovation.

Following the conclusion of the initial phase of the Production-Linked Incentive (PLI) scheme in March 2026, the Ministry of Communications has signaled a strategic shift for its successor. While the first phase was instrumental in incentivizing local manufacturing and curbing imports, the upcoming second phase aims to move up the value chain by focusing on design-led manufacturing and deeper backward integration.

Historically, India's telecom manufacturing sector relied heavily on the assembly of imported components, a model that limited value addition and kept the domestic industry dependent on foreign intellectual property. The proposed PLI 2.0 framework seeks to rectify this by prioritizing firms that undertake indigenous research and development, design, and manufacturing within India. This approach aligns with the 'Atmanirbhar Bharat' vision, aiming to transform India into a global hub for telecom hardware rather than a mere assembly station.

By incentivizing higher local value addition, the government intends to foster a robust ecosystem for critical infrastructure components, such as 5G and 6G network equipment. This shift is expected to reduce the trade deficit in electronics and enhance the country's technological sovereignty. Furthermore, the focus on design-led growth will likely spur high-skill employment, promote the growth of domestic semiconductor and component suppliers, and integrate India more deeply into global supply chains. For policymakers, the challenge remains to ensure that the eligibility criteria effectively filter for genuine innovation while maintaining the manufacturing momentum built during the first phase of the scheme.
