Balancing Digital Inclusion and Social Security: Rethinking e-KYC Norms in MGNREGA

The Union Ministry of Rural Development has issued a critical clarification regarding the implementation of e-KYC (Know Your Customer) protocols under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Amidst concerns regarding the digital divide and the potential for systemic exclusion, the Ministry has explicitly stated that the completion of e-KYC is not a mandatory precondition for securing employment under the scheme. This policy adjustment is designed to ensure that the 'right to work'—a cornerstone of India’s rural social security framework—is not compromised by technical or administrative hurdles. In recent years, the push for 'Digital India' has led to the integration of Aadhaar-based payment systems and biometric authentication across various welfare schemes. While these measures aim to enhance transparency, reduce leakages, and ensure direct benefit transfers (DBT), they have simultaneously created barriers for marginalized populations, particularly those in remote areas with limited digital literacy or connectivity. The Ministry’s latest directive acknowledges these ground-level realities by establishing an exception mechanism. This allows local authorities to facilitate employment for workers whose e-KYC status remains pending, thereby preventing the denial of livelihood opportunities due to technological bottlenecks.
