Digital Transformation in Social Welfare: Himachal Pradesh’s Aadhaar-Linked Disbursement Model

The Himachal Pradesh government has taken a significant step toward enhancing the efficiency of its social welfare architecture by migrating the Mukhya Mantri SAHARA Yojana to a dedicated online portal. This initiative marks a shift from traditional, manual disbursement methods to a technology-driven framework designed to minimize administrative bottlenecks and ensure that financial assistance reaches the most vulnerable sections of society without delay. Under the new system, the state has successfully migrated over 4,000 beneficiaries. The core of this digital transition is the integration of Aadhaar-based e-KYC (Know Your Customer), which serves as a robust mechanism for identity verification. By eliminating the need for physical documentation and manual verification, the government aims to reduce the scope for leakages and corruption, thereby upholding the principles of probity in public service. The Mukhya Mantri SAHARA Yojana, which provides monthly financial support to Below Poverty Line (BPL) families dealing with fatal diseases, is a critical safety net. The digitization of this scheme not only streamlines the disbursement process but also provides the administration with real-time data, enabling better monitoring and policy evaluation.
