NITI Aayog’s 2035 Vision: Building a $150 Billion Domestic Semiconductor Ecosystem

NITI Aayog has unveiled a strategic roadmap to establish a $120–150 billion domestic semiconductor ecosystem by 2035, focusing on indigenization and global manufacturing leadership.

NITI Aayog has unveiled a comprehensive strategic roadmap to transform India into a global semiconductor powerhouse, targeting a domestic ecosystem valued at $120–150 billion by 2035. This initiative marks a significant shift from being a mere consumer of electronics to becoming a critical node in the global semiconductor value chain.

The roadmap emphasizes 'indigenization' as its core pillar. Currently, India relies heavily on imports for its semiconductor needs, which poses risks to economic stability and national security. By fostering a domestic ecosystem, the government aims to secure supply chains for critical sectors like telecommunications, defense, and automotive industries. The plan focuses on three key areas: Design, Fabrication (Fabs), and Assembly, Testing, Marking, and Packaging (ATMP).

A major highlight of the roadmap is the push for Intellectual Property (IP) creation within India. While India already contributes significantly to global chip design through its vast engineering talent, the roadmap seeks to transition this talent toward domestic innovation and ownership. Furthermore, the strategy aligns with the India Semiconductor Mission (ISM), providing fiscal support and streamlining regulatory hurdles to attract global giants while nurturing local startups.

However, the path to 2035 is not without challenges. Semiconductor manufacturing is notoriously capital-intensive and requires ultra-pure water, uninterrupted power, and a highly specialized workforce. NITI Aayog’s plan addresses these by proposing dedicated industrial clusters and specialized educational programs to bridge the skill gap. In the context of global geopolitics, this move is part of the 'China Plus One' strategy and the quest for 'Strategic Autonomy.' By building a robust semiconductor base, India aims to insulate itself from global supply shocks and position itself as a reliable partner in the global technology landscape.
