Strengthening India's Livestock Sector: Federal Dynamics and Strategic Development

The Union government has recently reiterated its strategic focus on the livestock and dairy sectors, identifying them as critical pillars for rural economic stability and food security. By prioritizing targeted infrastructure development, robust disease control mechanisms, and genetic improvement schemes, the government aims to enhance the productivity of India’s vast livestock population. These initiatives are designed to support the millions of small and marginal farmers for whom animal husbandry serves as a vital secondary source of income and a hedge against agricultural risks. However, the government’s recent communication also serves as a crucial reminder of the federal structure of Indian governance. Under the Seventh Schedule of the Constitution, animal husbandry is a State subject. This implies that while the Union government provides policy direction, financial assistance, and technical frameworks, the primary responsibility for implementation, veterinary service delivery, and local infrastructure management rests with the State governments. This division of power necessitates a cooperative federal approach, where the Centre acts as a facilitator through centrally sponsored schemes, while States ensure the ground-level execution tailored to regional needs.
