Strengthening India’s Polar Diplomacy: Parliamentary Panel Proposes Arctic Ambassador

The 18th Lok Sabha’s Committee on External Affairs has recently proposed a significant shift in India’s polar strategy by recommending the appointment of a dedicated 'Arctic Affairs Ambassador.' This move is aimed at providing a focused, high-level diplomatic push to India’s engagement with the Arctic region, which is increasingly becoming a theater of geopolitical and environmental significance.

India, which has held 'Observer' status in the Arctic Council since 2013, has been actively involved in scientific research through its station, Himadri, in Svalbard. However, the parliamentary panel argues that the current level of engagement is insufficient given the rapid changes in the Arctic, including melting ice caps and the opening of new shipping routes. By appointing a specialized ambassador, India seeks to streamline its policy coordination, enhance its scientific contributions, and ensure its voice is heard in discussions regarding the governance of the Arctic commons.

Furthermore, the committee has urged the government to push for an upgrade from 'Observer' to 'Full Member' status within the Arctic Council. While the Council is primarily composed of the eight Arctic states, the inclusion of non-Arctic states as observers reflects the global impact of Arctic changes. For India, the Arctic is not merely a scientific frontier but a critical area for climate research, as the region’s environmental shifts directly influence the Indian Monsoon. Additionally, the potential for new trade routes and access to natural resources makes the region strategically vital for India’s long-term economic and energy security.

This recommendation aligns with India’s 'Arctic Policy' released in 2022, which emphasizes the need for a balanced approach between environmental conservation and sustainable development. By institutionalizing its diplomatic presence, India aims to move beyond a purely scientific role to a more proactive, policy-driven participant in international polar affairs.
