Crisis in Public Health Delivery: Analyzing the Structural Challenges of the National Health Mission Workforce

The ongoing industrial action by National Health Mission (NHM) employees in Jammu and Kashmir, now extended by 72 hours as of September 18, 2026, serves as a critical case study on the fragility of India’s public health workforce. At the heart of the protest are demands for pay parity, regularization of services, and the provision of social security benefits. These grievances reflect a broader, systemic tension between the state’s reliance on contractual labor to meet public health targets and the fundamental rights of the workforce tasked with implementing these essential services. The NHM, a flagship program of the Ministry of Health and Family Welfare, is designed to provide accessible, affordable, and accountable healthcare to the rural and urban population.
