India Tightens Security Norms for Border Renewable Energy Projects

In a significant move to bolster national security, the Ministry of Home Affairs (MHA) has issued new guidelines regulating the establishment of renewable energy projects—specifically solar, wind, and hybrid installations—near India’s international borders. These directives prohibit the development of new projects within a 1 km radius of the International Border (IB), the Line of Control (LoC), and the Line of Actual Control (LAC).

Furthermore, the government has designated a 50 km 'sensitive zone' along these borders where any new renewable energy project will now require mandatory security clearance before commencement. Beyond physical infrastructure, the policy addresses human intelligence and security concerns by restricting developers from employing personnel from specific neighboring countries without prior government approval. This measure is aimed at preventing potential espionage, sabotage, or the misuse of critical energy infrastructure by hostile actors.

This policy shift reflects the growing intersection between India’s ambitious green energy transition and its complex geopolitical landscape. As India scales up its renewable capacity to meet climate goals, the concentration of large-scale solar and wind farms in border states like Rajasthan, Gujarat, and Ladakh presents unique security challenges.
