Mission Karmayogi 2.0: Integrating Ethics and Probity into Civil Services Training

The Department of Personnel and Training (DoPT) has recently introduced new training modules under Mission Karmayogi, specifically focusing on administrative ethics and probity. This expansion marks a significant shift in the National Programme for Civil Services Capacity Building (NPCSCB), moving beyond technical and functional skills to emphasize the behavioral and moral dimensions of governance. By integrating ethics into the continuous learning framework, the government seeks to transform the Indian bureaucracy into a more empathetic, transparent, and accountable institution. Mission Karmayogi was launched with the vision of creating a 'citizen-centric' civil service. The core philosophy involves a transition from 'Rule-based' governance—where officials strictly adhere to procedures—to 'Role-based' governance, where the focus is on the outcomes and the quality of service delivery. The new modules on ethics and probity are hosted on the iGOT-Karmayogi platform, an online portal designed to provide 'anytime-anywhere' learning. These modules cover essential aspects such as conflict of interest, transparency in decision-making, and the philosophical foundations of public service, aligning with the recommendations of the 2nd Administrative Reforms Commission (ARC).
