NITI Aayog’s State Support Mission: Strengthening Cooperative Federalism for Viksit Bharat @2047

NITI Aayog, India’s premier policy think tank, has launched the 'State Support Mission' (SSM), a strategic initiative aimed at enhancing the institutional capacity of states and Union Territories. The mission provides a framework for technical assistance to help states establish 'State Institutes of Transformation' (SITs), which are intended to replace or modernize traditional State Planning Boards.

The SSM is a pivotal move towards deepening cooperative federalism. While the Union government has articulated the 'Viksit Bharat @2047' vision—aiming for a developed India by the centenary of its independence—the realization of this goal depends heavily on state-level execution. The mission seeks to bridge the gap between national priorities and regional implementation by providing states with the tools, expertise, and data-driven methodologies required for long-term strategic planning.

Key components of the mission include handholding states in policy formulation, monitoring and evaluation, and the adoption of best practices. By fostering SITs, NITI Aayog aims to move states away from a mere 'expenditure-focused' approach toward a 'result-oriented' governance model. This involves leveraging technology, improving data analytics for evidence-based policy, and identifying sector-specific growth drivers unique to each state’s geography and economy.

Furthermore, the SSM promotes 'Competitive Federalism' by encouraging states to benchmark their performance against national and international standards. It recognizes that a 'one-size-fits-all' approach is ineffective in a diverse country like India. Instead, it empowers states to design customized roadmaps that contribute to the aggregate national growth. This institutional strengthening is essential for addressing complex challenges such as climate change, urbanization, and human capital development at the grassroots level.
