Strengthening Dam Safety Governance: Enhancing Emergency Action Plans for Downstream Resilience

The National Dam Safety Authority (NDSA) has initiated a series of stakeholder consultations in Maharashtra, specifically targeting the Lonavala and Bhushi dams, to bolster the robustness of Emergency Action Plans (EAPs). This proactive governance measure comes in the wake of recent flood incidents that highlighted systemic gaps in disaster response and communication protocols. The primary objective of these consultations is to transition from reactive disaster management to a proactive, risk-informed framework that prioritizes the safety of downstream populations. Effective dam safety is a critical component of India’s water infrastructure management. The Dam Safety Act, 2021, mandates the preparation of EAPs to ensure that in the event of a dam failure or extreme hydrological event, the response is swift, coordinated, and data-driven. The current consultations emphasize the integration of real-time monitoring, clear communication channels between dam operators and local administrative bodies, and the establishment of standardized evacuation protocols. By involving local stakeholders, the NDSA aims to bridge the gap between technical engineering requirements and ground-level disaster preparedness.
