Synergizing Aerospace Capabilities: Towards a Unified Civil-Military Industrial Framework

In a strategic push toward 'Atmanirbhar Bharat' in the aerospace domain, the Defence Minister has emphasized the necessity of creating an integrated ecosystem that bridges the gap between civil and military aviation requirements. Historically, the compartmentalization of these two sectors has led to redundant research and development efforts, fragmented supply chains, and significant cost overruns in critical defence projects. By fostering a unified framework, the government aims to leverage dual-use technologies, thereby reducing the gestation period for indigenous defence platforms and maintaining a competitive edge in an era of rapidly evolving warfare technologies. The proposed integration focuses on streamlining the procurement process and encouraging private sector participation in high-end aerospace manufacturing. A major challenge in India’s defence production has been the 'time-cost' trap, where delays in technology absorption lead to obsolescence even before the platform is fully operational. An integrated ecosystem would allow for shared infrastructure, testing facilities, and human capital, ensuring that innovations in the civil aviation sector—such as advanced materials, avionics, and AI-driven maintenance—can be rapidly adapted for military applications. This synergy is expected to bolster the domestic defence industrial base, reduce reliance on foreign imports, and create a robust pipeline for cutting-edge technology development.
