Transitioning to Trust-Based Governance: NITI Aayog’s Blueprint for Regulatory Reform

The NITI Aayog has recently emphasized the urgent need for a structural transition toward 'Trust-Based Governance' as the cornerstone of India’s next generation of economic and administrative reforms. This initiative seeks to systematically dismantle the entrenched 'license-approval-permission' regime that has historically hindered industrial growth and administrative efficiency. By shifting the burden of proof from the citizen or entrepreneur to the state, the government aims to foster an environment where compliance is based on self-declaration and post-facto verification rather than cumbersome pre-approval processes. The proposed reforms are designed to permeate all levels of the federal structure—central, state, and municipal. Currently, the multiplicity of regulatory hurdles at the local level often creates a 'bottleneck effect,' discouraging small and medium enterprises (SMEs) and startups.
